After one year of operation, the fee will be re-determined. A procedure will be established to join the Forum as a member. Membership fees will only be requested after the charter of the Forum has been accepted. This fee will be used to cover operating expenses, e.g. web site maintenance and secretarial support in running the Forum. The goal of the MPEG-4 Industry Forum is agreed as follows: To further the adoption of the MPEG-4 Standard, by establishing MPEG-4 as an accepted standard among application developers, service providers, content creators and end users. Membership of the Forum will be open to all parties (companies, organizations and individuals) that support the goal of the Forum. A charter of the Forum will be drafted and approved in the second meeting of the Forum. The following meeting policy applies: The Forum will physically meet approximately 3 times a year. The next 2 meetings may be attended by representatives from both member and non-member organizations. After that, meetings are restricted to members of the Forum. A meeting fee may be asked from participants. The Forum conducts its work in Working Groups. The following Working Groups are initiated: Patent Working Group, chaired by Takuyo Kogure of Matshushita Industry Focus Working Group, chaired by Jae-Seob Shin of Samsung AIT Software and Tools Working Group, chaired by Wo Chang of NIST M4IF Web site and Publicity WG, chaired by Peter Haighton of Telexis Corp. The Working Groups may decide to meet separately. Meetings shall be announced at least a month in advance on the general M4IF reflector (currently m4if@idtinc.de) New Working Groups may always be initiated. A temporary Steering Committee is formed to function until the Forum has been officially established. As its members are appointed: Leonardo Chiariglione, Rob Koenen, Takuyo Kogure. Mail reflectors will be set-up and announced for each of the Working Groups. The reflectors that currently exist will eventually be migrated to the m4if domain. In addition, a mail reflector will be set-up for questions and information about implementing the MPEG-4 standard in products. These mail reflectors will, after an initial period of 6 months, be restricted to members of the Forum. Another mail reflector will be created that is open to anyone interested, with the aim of establishing a focal point for discussions, announcements and questions about the MPEG-4 standard and its implementations. A website www.m4if.org will be opened as soon as possible. The domain name mpeg-4.org will be made to point to that website. The website will have a public part and a part accessible only by Forum Members. The public site will contain: Information about the MPEG-4 Industry Forum Links to MPEG-4 products, product announcements and MPEG-4 related services Links to downloadable software and demonstrations provided by Forum Members Frequently Asked Questions about MPEG-4 White papers and other publications about the standard and its implementations. The member-only site will contain: Information about meetings, meeting results and documents downloadable bitstreams for checking conformance of MPEG-4 implementations Showcase content for promotional purposes Technical information developed in the context of the work of the Forum, e.g. Information on how to use tools and profiles to support certain application classes Results of subjective testing carried out on behalf of the Forum … The Forum thanks Peter Haighton and Telexis Corp. for their offer to host the website, which will at least initially be free of charge. The MPEG-4 Industry Forum is pleased to be informed about the progress in setting up patent pool(s). M4IF will keep facilitating initial discussions among license owners for as long as needed. When an organization is established, independent from the Forum, to deal with clearing patents necessary to implement MPEG-4 products, M4IF will appreciate a continuing liaison with this organization. The Forum re-emphasises the need for a quick solution for obtaining licenses necessary to implement MPEG-4.
