[Mp4-tech] MPEG-4 codec with NEWPRED implementation

Dear all,
I am looking for a MPEG-4 codec which has the implementation of NEWPRED
feature described in ISO-IEC 14496-5 standard. 
The reference software by ISO/IEC crashes while implementing this feature. 
Does anybody has any idea of any free or commercially available such MPEG-4
codec ??
