[Mp4-tech] RATE CONTROL METHODS

Dear experts,
I am new in this mailing list , and I am new in video coding: are there any
differences between TM5 rate control and TMN5 rate control?
Does it make sense comparing experimental results (number of encoded frames
and PSNR) obtained using TM5 RC in an MPEG4 codec (no VOP) with those
obtained using TMN5 RC in a H263 one?
