it depends on your vop_time_increment_resolution (VOL header)
if it is 3 ticks(3 ticks/second)
frames                   I      P      P      I   P   P   1 ...
molulo_time_base         0      0      0      1   1   1   2...
vop_time_increment       1      2      3      1   2   3   1...
if it is 4 ticks(4 ticks/second)
frames                   I      P      P      I   P   P   1 ...
molulo_time_base         0      0      0      0   1   1   1 ...
vop_time_increment       1      2      3      4   1   2   3 ...
...

There is a ambiguity regarding the vop_time_increment.
Say as for example difference between each frame is 1
tick of vop_time_increment_resolution. Then what
should be the value of vop_time_increment of last I
frame(shown below). Whether it should be 1 or 4.
Assume there is no GOV inbetween.
frames                   I      P      P      I
molulo_time_base         0      0      0      0
vop_time_increment       1      2      3      1/4
